Parish Plan Comments Book

Other than the leaflet issued in Jan 2005 I have not received a form to complete on the Parish Plan however I enclose my views to ensure they are not overlooked. The current precept for Sutton for 2004/5 for a Band D dwelling is £82.61 per annum and double the cost of most other parishes within the East Cambs District and also within the whole of Cambridgeshire. What extra benefits do I see for this high expenditure ? The paths continue to be fouled by dogs so one has to tread carefully at night and if one does go out at night there are areas in the village where one feels intimidated. Policing in the village is non existent and petty vandalism seems to be a regular occurrence. The token traffic controls through the village do little to slow traffic and deter heavy traffic from passing through the village. Where are the measures to slow traffic we see in surrounding villages. Surely the quality of life is one of the reasons for living in a village. From past discussions The Parish Council does not see any of these environmental issues as its responsibility or priority but has committed itself to spend much of the precept on The Glebe Cottage/Church Hall development which in the future is only likely to add to the taxpayer’s burden as it is expected to run at a loss. Maybe more far sighted planning on the Brooklands Centre site would have negated the need for Glebe Cottage and allow more important issues to be tackled. I would suggest any issues put forward in the Parish Plan need to be self funding, unless the burden of the Glebe Cottage project can be removed, otherwise the precept will continue to increase still further above the current exorbitant level

Given the number of Sutton villagers with dogs and horses - not to mention those who simply enjoy a good walk - the parish plan should include a scheme to improve existing routes (certain of which are currently blocked). There are no official bridleways, so far as I know, yet so much open space and so many Fen roads which are hardly used. There is the scope for a good deal of off-road riding. Why not offer it for the safety and pleasure of all?

I believe that the Parish Plan should include a section on crime, disorder and anti social beheviour.

Surely one of the main issues for many people is traffic management in the village, especially given the apparently increasing number of HGVs using the village as a through route. The contrast with, say, Cottenham, is considerable. For example, it does seem extraordinary that a village of this size has no pedestrian crossings (zebra or pelican) anywhere along almost a mile of through road.

Sutton is fast becoming a very large Fen village, one which deserves it's own dedicated village policeman. As the Cambridge constabulary is unlikely to provide one I would like to suggest that a supplement be added to the Parish part of the council tax to help pay for one. I would welcome people's views on this.
